It appears that one of the orders was from a single person. When it was finished executing the cumulative total was exactly 20,000BTC.

The other 2k, it's hard to say.

U.S. Government should buy Bitcoins. The USA could get a rid of all their debt within some years! (If bitcoin does not ! crash) But buying bitcoins by the USA would get the price up to 200-500$ Imagine what happens if they buy for a billion
