I'd say the title is more than a little misleading.  It sounds like a third party developer has built a 'bridge' of sorts to trade Counterparty IOUs over Ripple's IOU network.  I'd sell my Counterparty in a heartbeat if they actually merged, heh.  Counterparty is still a separate entity.

TL;DR: A company (apparently a subsidiary or spin-off of CounterParty) has set up a Ripple gateway that handles XCP and CounterParty tokens.
