Are you talking about the user Paypalmycash (https://bitcointalk.org/index.php?action=profile;u=483597), who is trying to buy BTC at a 15% loss in this thread:

Thanks for the warning, now I know why the rates were so lofty at LocalBitcoins.

I thought it's already well-known that dealing with anything even just remotely related to PayPal is extremely dangerous.

I'm guessing: stolen or illegally acquired.

Right, but he said all that are on the market. I'm just trying to discern which ones are bad and how he knows. I was thinking about accepting these as payment for BTC. I bought one yesterday for my own knowledge and kept the receipt. I can see if someone purchased them with a credit card, then they could charge back. That's why you need to provide proof via the receipt that you paid cash. Also, note on the receipt is says "card number" and the last 4 digits match the actual card. I don't know how someone could scam provided you have all this info. Of course I want to know if it is possible before I accept this as payment.

Resellers can photoshop receipts and those who don't know better won't know the difference. Ask them to write your name on receipt in certain spots and they'll start to make excuses ;)

Even this can be got by Scamming people in USA by convincing them to buy a product. and as the scammer is not from US, the only way to pay him is by buying PPMC or MoneyPak or Vanilla or Reloadit Cards then sending them to him. and the scammer would sell them then look for another victims

just try to think about that, while a guy would purchase paypal my cash then offer to sell it at very low price to buy BTC, while he can buy BTC directly with much lesser fees !!

why a guy would sell bulks of them @ 20% discount up to 40% discount ! that means 2K$ to 4K$ Loss on each 10K$, Very Huge Loss wow

and btw most of the cards you will buy, would be with receipts too

That's a Good Way to 90% avoid money from very bad sources too :)

I know this already and thats why I need video proofs only when people now sell me paypal my cash.I've heard that people use stolen credit card and withdrawed the money and then buy my cash card, thats why they can offer receipt. Also photoshop is another way to make receipt lol.

Video proofs only! :)

You already know some of the traders that have accepted payment methods like these have been burned very badly. They're just not openly admitting it. Even though it looks like a good deal, you will get screwed over in the end.
