All secret agencies violate democracy. In a democracy there are no secrets.

How can you say that A Country could be run Without Secrets? There should be Secrets an any Type of gov, to run a gov Effectively. If Not then other Countries will try to Cheat you by Taking your Secrets

I thought CIA was the best and I didn't even heard about the ISI.

I wonder on what factors did they based their evaluations on these Agencies.

The British MI6 — they invented the modern industrial intelligence standards and dominated the world thereof until the 1950's.  

Currently:  
Clearly the CIA has all the money, footprint, equipment and power.  It's hard to compete with an agency that has more money to spend and people to deploy than any other.  The CIA's budget is larger than most entire nations' governments; larger than most nations' military budget (except but a few).  The CIA can also lean on assets and powers of other intelligence services in the USA that extend its reach and power even further.  The total US intel spending hovers around $70 billion per year.  That's hard to compete with.

The people decide if they want to belong to a country or not. Not you.

I would argue the best would be unknown.  If truly doing intelligence right  your goal would be to not be noticed, or get headlines.

So if one of these agency's does make a headline in my opinion they failed.  But it does seem some do make the news a lot more then others.

I think you can rather safely scratch that laughable Afghan thingie from the list and replace it with for example KCIA, South-Korea´s intelligence agency.

Sadly, they make the list since "KHAD, Afghanistan" is one of the middle-eastern branches of the US-CIA.

Intelligence is the most important thing for national and international security but most of those secret services are supporting and organising terror on world.

Pakistan at the top maybe in certain places in the world but really doubt it is number one for the whole globe.
Lot of what Pakistan has is due to being pumped up by the USA. If they are so good,why was Bin Laden right under their nose?

according to me, isi in pakistan and khad in afganistan are the one of the branches of cia.. for that reason they are among best intelligence services .. one way or another, all of them are legal terrorists organisations for sure..

Mossad is only on 6th place? I think they should be more on the top. And some of these agencies are "sponsored" by USA, that is true.

Yes and you can see those countries that are very proud on democracy conducting surveillance on their citizens. We could talk here about secret services but they are just minions and don't deserve much attention.

In my view The most refined in its mission the CIA, were both KGB is the most cunning and ruthless, because dlm mission has always kill is mossad.

Those agency are used for committing crimes against freedom of privacy, and i just can't endorse them. Also fact is they are financed by many sides, and many times they are working and cooperating against ordinary people like us.

Well I havent really heard any accomplishments by them , i mean my perspective on this intellegence are from movies i watched. But i know they cover up or "manage" everything political or even economic issues.

And i think its waste on money maintaining this secret agencies when many anomalies are issued than achievements. I get the idea on what they do but many civilians need more budget than this.

It is true, but sometimes the agent is needed to protect the country, sometimes the country need somebody to do "dirty" work to seal the secret of the country, sometimes they need the agent to infiltrate into enemy territory, so i think this agent is important for the country

Yes they have almost unlimited resources and technology used is like that in Bond movies, but all they are doing now is surveilling US people, and trying to spread fear from terrorism among people.

Democracy is a fiction, all political systems are. You can have the greatest rules written down, the perfect laws and statutes.
But because humans are just humans secrets will always be common sight.
