If you ask wether he can use btc that the one you gave him my answer is yes but where are you sending the btc to? Neteller has a ton of verification to go through in order to be a usable payment platform last time i checked. I really hope they will allow it again - I'm using them just for the card (it's quite cheap compared to other options) - I'm not into gambling and stopped trading forex. Got the information from Reddit, also some some threads about it here on this forum
