I don't think their system marks these funds as unusable for card transactions after they are leaving your account.

What do you mean by that? If you ask wether he can use btc that the one you gave him my answer is yes but where are you sending the btc to? If directly to his wallet may be he still can use it but I dont guarantee it

I dont see why any neteller user cant use any funds that have came from bitcoin after using the p2p transfer system.  Neteller has a ton of verification to go through in order to be a usable payment platform last time i checked.

I really hope they will allow it again - I'm using them just for the card (it's quite cheap compared to other options) - I'm not into gambling and stopped trading forex.

I think I heard something about netteler accepting bitcoin through bitcoin. I never used neteller so I cant confirm. Got the information from Reddit, also some some threads about it here on this forum
