China is taking it to the next level with this. As you can see, the trend is clear and the future we have ahead is as well. We'll be trying to compete with China, first with increasingly lower salaries for more time of work, then with increasing censorship so people don't complain about such measures. This is why projects like Maidsafe have an invaluable importance in the next following years, and why anyone with half a brain should be trying to support it and any other decentralizing, freedom-friendly project.

This is what the internet looks like without net neutrality. Someone has to own the internet in such a system. Here in the US it would be large companies, in China it could only be everyone's father figure ;the government.

Chinese have bigger problem. The society was always believing in strong leadership, be it Caesar or government, and centrally managed economy. The younger generation is trying to change that but it will take time and a bit of good will from the Chinese republic party to loosen few laws. Also there must be spark that initiates average people to step up for their rights and censoring internet might be one of those sparks.

China censors any news unfavourable to their country. They cannot afford to let western news seep through by methods as simple as a monthly VPN package.

Indeed, thats why all those "let's decentralize the internet" projects are huge, such as the one OP mentioned. Im buying as much cheap safecoin as possible, same for storj. Im sure those services will play a big role in the future. They seem like much better alternatives to what we have today.
