Finland was (probably still is) the highest paying for a while. You can call with any phone, but you are most likely violating the ToS of your phone provider and risk getting charged a high fee. The guide would probably include some sort of Android App that can redial automatically. If there was any true to that what you're selling, u wouldn't be selling it in the first place. There are a done of autoredialers available if your plan can handle this huge international rate. I just recognized the service as I have used it in the past, they have a user account here and a thread in the german section. It was more of a: "yep the service exists". The guide might still have useful information beyond the name of the service. I wouldnt know I have never read it.
