Nah, if he want this to be bigger than CoinAd network then he posted this at the wrong section.

Not a good rate since bitcoin price drop a lot, only newbie user will become your daily visitor. More experienced user won't attract by this rate, consider to raise your rate a bit.
Starting with good rate is one of right factor for faucet/PTC like this to become known and popular faucet. If you only spend little satoshi for paying user, I think your faucet won't last long. Good Luck
