Anyone is free to claim anything. Claiming something does not make it true. We have a case of absence of evidence, as there is no evidence that this is a CIA conspiracy o finance terrorisms. I think that this article and similar ones appeal to fear. They try to create support for an idea (Bitcoin being a conspiracy and whatnot) by using deception and propaganda in attempts to increase fear towards it.
