To be honest here it would be indeed good to limit however proxy come in ban as many accounts to create at one given time. Proxy and other methods should be banned from use here and to have a max of 2 accounts yet will not happen as people make accounts build them sell them on troll and then some gets kinda outta hand at times. Then again nothing ever gets done and people just continue to make accounts. Anyway in response to OP, I think the market having low volume is entirely normal for one which is trying to find the bottom after a huge bear correction from an even huger bubble peak. Once it is confirmed which way the market is going next (up) then the voume will return. At the moment we are witnessing the end of dispair phase in which soon new green shoots of optimism will grow.
