IE plugging it in a molex to 4 pin adapter or something? I would like you to be able to test. My next suggestion would be checking pinout to make sure they are the same. Does it bend the plastic you hook it up to? Also do you have anything to test it with you know works such as molex to 4 pin fan? Or even 3 pin would work chances are. Pinout looks fine. Very odd. You can get a fan controller for not to high and have complete control of fan speed make it fast or slow.
