What happens is you spend the money, he reverses, you are left with a negative balance. I personally don't know the consequences if the account balance is left negative, but I can't imagine what they can do to you without an address, SSN, bank information, exc. If you have an unverified paypal your funds may never be cleared in the first place. It enters a sort of auto dispute where you would have to provide the legibility of your transaction. Paypal may not accept personal payments but when sent as goods/services they are accepted by paypal rapidly . 1. If gifts can be reversed he can try sending directly or use escrow.
