Yes it is for the Mobile app. If you wanted to buy some coins this is how it goes. You send me your unique Pool ID - I add you and challenge you to a game - I leave the game or pot the black - we keep doing this until you have all the coins you piad for.

Currently PayPal is the only way to pay for Coins. If the business takes off then BitCoin and other payment options will be available.

The mobile version seems to get more features. Probably because of in-game purchases. It would be great if you could transfer Coins on PC it would make my life a lot easier.

Simply put no. You can transfer from mobile device to another mobile device. You can login on PC and the coins will be there though. So say you bought coins and I transfered them to your cell phone or tablet - but you prefer playing on PC the coins will stay on your miniclip account no matter where you login. I hope that makes sense.
