The mining is not based on the clock, it is based on the difficulty. The difficulty is based upon the amount of time it took to generate 2016 blocks, and the target is to have blocks be created around every 10 minutes. The calculation is some thing hard coded into the protocol. Changing the calculation might require a hard fork because some miners would calculate the difficulty differently and generate possibly invalid blocks. I might be wrong but maybe it's worth considering It's a hard fork. The full nodes that don't play with their clock won't accept the blocks because their timestamp is in the future.
