This is not the most liquid market. It's not as if there are bidders and sellers lined up on each side. For the last several weeks, sellers were snatching up any offer that came. So its activity is not limited in the way that your account is. i think he meant that he will cost him about 3+weeks to get the potential rank of the account he want to buy that is why he can only offer .25BTC for such account. i maybe wrong?
