I'm going to assume escrow is okay to protect the one sending the paypal since nobody should be sending first to a member with no trade history here on bitcointalk.org no matter how old the account is. Sure, escrow doesn't protect the seller of BTC but neither does sending first. A agreement can be made which would allow the seller to withdraw the paypal funds before escrow is released.
