Is there a way to post and sign a torrent file with a Bitcoin address to authenticate the source?

Yes, sign the SHA1 hash of the .torrent file and the filename using your Bitcoin client.

I am preparing to develop the buried keys website. I am looking for technological solutions to mitigate the threat of DDOS attacks that won't cost much money. I can decentrally distribute the information as long as it is verified to come from buriedkeys.com. This way even if the site is down, it can be distributed as a file or posted to mirror (ftp or some such) sites.
