However, isn't that quite risky? I mean, I might be wrong, but I'm under the impression that Steam accounts (and most any other type of account really) are generally easy for the original user to retrieve if he were willing to do so: perhaps by claiming the account was hacked, or some such? In this scenario, the email provided might not be the original email account used to register on Steam, and even if it was, you'd still have other ways to prove ownership of the account after the sale, like through credit cards used / bank transfers / CD keys or codes used.

It could also be the case that the account is already hacked, and UnrealBeast is trying to get rid of it before the owner recovers it. I'm sorry UnrealBeast, but even without your negative trust rating, that is suspicious.

This accounts are not even at the member level yet and you said they are potential full member accounts, simply include all their details at your announcement page, it will be easier to consider it there.

You are wrong. As the guy above said, you can reach full member just by posting enough post, you can be a newbie with 9 activity or you can be a member with 119 activity
