It is easy to get US vcc's and vba's and they can be MasterCard, Visa or American Express. VBA's can be obtained through a lot of different banks; IF YOU ARE A US CITIZEN. If not, then you just need to buy them from US Citizens who are selling them.
These can even be reusable and have the ability to withdraw from. It all depends on what the seller offers and how much work they want to do. With Paypal, the biggest issue is the AVS match. So, you need to find a seller who can customize a VCC for you.... not hard to do really. They authorize $1.95 for verifications.
