I need an anonymous physical credit card which can also be linked to a paypal account and doesn't need to be verified with an ID.

Most likely two options without a third one :

Create only Virtual card from advcash.com and load with money so you can use it to Verify paypal (don't need any kind of verification)
Buy it from another user here on the forums (check the goods section)

However it wouldn't make sense , since you are going to give your name ,adress etc to the sender too so it wouldn't be annonymus
