It's basically impossible to find that website if you was looking for hosting in google because it's weebly and weebly isn't the best for SEO as we all know .
So where did you find that website or it's yours and you are just promoting it ? website contains back links to Payivy so no body can really tell if it actually works or not . if you found it in another forum link us to it and i will let you know

I did a little research on it is not legit (from what i can see)
Weebly is a host that also sells somains, you can get free sub-domains from them, like cheap2.weebly.com and as you can see at the bottom of the page there is a weebly banner which means its a subdomain, anyone who can provide the services an stated on the website can surely buy a good domain, or register a free one at freenom

just a recommendation, if its low as $1, you should just have a couple people to test and vouch for you.

Then charge at a reasonable price of your setting since most people are sketched out on even if its a $1 loss on their part.
