If you can meet the requirements in my opening post, I have no problem providing this service to you.

To be honest a fairly new account, with absolutely no feedback, offering to sell bitcoins for cash in mail and not saying they will accept escrow in the first post is extremely shady and I would caution anyone from going into a deal with this user for the aforementioned reasons.

Good points, Debit. I'm going to run with them. I haven't mentioned escrow because it simply did not occur to me. I'd figured that doing business via mail forces both buyer and seller to be somewhat transparent i.e. tracking number, mailing address.
