only admins can but they dont ban IPs

They can make him pay because he creates many accounts, right? So they ban him for making new accounts and he need to pay to unban.

AFAIK that is called a proxy ban (if im not wrong) and you will only get that if you have done something bad in this forum and you will be able to make a post a send a PM if you pay such amount
