However it shows the top address D8EyEfuNsfQ3root9R3ac54mMcLmoNBW6q has 17,850,000,230 DOGE which is about 17% of the total supply. It must be an exchanges address though, I can't imagine anyone having so many apart from an exchange.

Not any of the whales that exist today. The only one I know of owned tons of DOGE when it started off. He was a Chinese whale/pumper called Wolong and there were rumors he made 10,000 bitcoins from pumping DOGE then dumping it. I doubt he owns any DOGE now unless he's planning to pump it up again. Not that i doubt BS has more than 1% of BAY it would make sense that he does. But how do you know for sure how much of these coins any of these people have for sure? That's a burn address for Dogeparty (Counterparty fork). It's an address they made up to 'prove' they don't control it, as it's near impossible to imagine they generated that randomly and hold the private key. It doesn't belong to anyone.
