Definitely enough to kill a home connection and enough to take down smaller gameservers.
Just for legal purposes, however, you agree that by purchasing you declare that any server you will use it on belongs to you or you have been given direct permission by an administrator to use it. Pricing is 0.01BTC per stress, I can do longer, and can join stress's together, etc. This kills most websites, and can bypass most anti-DDoS protections. 100% of the gameservers I've tried this on went down or started lagging so badly that you couldn't play with this.
