M-PESA pays tens of thousands of agents to provide this service. Bitcoin, not being an organization with a budget and a motivation to provide an incentive like the agent commissions, would have to grow organically. If you are an agent, are you more likely to push M-PESA and collect the commissions, or push Bitcoin instead? Also, it is not known yet if independent Bitcoin traders will be able to trade without harassment or if the government will act to protect its tax revenues paid by those M-PESA agents and by Safaricom / Vodafone (M-PESA's operator). .
