Looks like Vancouver is your closest option. Unless you can drum up some interest in Kelowna yourself...
I'm in Victoria and have the same problem as you. There are even enthusiasts and a few btc accepting business, but I think it's a small town thing. These guys are insular and apathetic. Meeting up with others only means they aren't "special" anymore or something... I don't know. But the Vancouver meet ups look amazing. Lots going on, innovation, supportive community, networking... Next time I go over I plan to organize my visit so that I can attend.
Only thing happening in Victoria is organic ukulele orchestras.

Vancouver does look like an established thriving scene which hopefully will radiate out here with greater adoption. I defiantly see the 'we are part of something special fashionista' thing happening which always amuses me as it defeats the point.
There's an ad in the local classifieds for Crypto pay terminals for small business's which is encouraging (hope they can play the long game), but I've yet to see one in the flesh.
I'll often steer to conversation when talking to customers to BTC haven't met any zealots yet..

Those organic ukulele orchestras sound like you'd need a lot of wine to get thought it! Cheers!

Vancouver even has a guy running for parliament who's got BTC on his agenda https://bitcointalk.org/index.php?topic=1179945.0 (https://bitcointalk.org/index.php?topic=1179945.0)

I think Vancouver is the most BTC friendly city in Canada really. Even if Montreal has the BTC embassy, Van has the techies and the overall libertarian attitude

Damn right we do! We're willing to partner with someone in Kelowna to help spread the movement, though.

what about Victoria? I'm really surprised at the lack of BTC action here. I do know a few enthusiasts but they are limited to hodling a few coins and declaring how the financial system is so corrupt. when i mention organizing a meet-up they look at me like i have 3 heads. typical Victorian attitude really, lived here 10 years and still cant figure it out. there's plenty of good intention but zero actual action.

stymied at how to stir up some community spirit.

Is there a Bitcoin Meet Up or group in the area? You should just host an event--start a group if you have to. There's a restaurant on the island that one of our founders convinced to accept Bitcoin; that would be a great venue.

Hey guys, I am living in Austria and will fly over to Vancouver next month and then stay for five weeks. Sounds like that's a good place for bitcoiners, could you point me to some meetups, nice bitcoin accepting places, etc? Or maybe there is some list or local discussion group somewhere. (Sorry if there is an obvious and better place to ask this which I didn't find.)

Decentral Vancouver (http://www.meetup.com/decentralvancouver/) is the place to be right now in Vancouver. The thread on Vancouver Bitcoin is here: https://bitcointalk.org/index.php?topic=270572.60

I previously lived in the valley for a few years, but at the moment I'm residing in the UK and just come back to visit every now and then.  Might end up moving back at some point, though.  As a prospective first-time homebuyer, it largely depends on which property market crashes first and where I can buy cheapest (although I'm guessing Kelowna itself would still be more expensive than some of the surrounding areas).  I don't recall seeing any "Bitcoin Accepted Here" type signs on my visit earlier this year, though.  Hopefully it starts to catch up with Vancouver in the near future.
