Title: Can I withdraw before downloading the whole blockchain?

I stupidly sent some bitcoins to a wallet in Bitcoin Core before I downloaded all of the blockchain. Now that I realize that it's a whopping 40GB, I have having second thoughts about downloading the whole thing. My computer doesn't really have that extra space.

I still have about an year and a half to download onto my computer, but all I want to do is get those bitcoins out of my wallet to my Electrum one. How can I send them without downloading the whole thing? Is it even possible?

Export private key and sweep it. If you want to use that address, you will have to create a seedless wallet.
