Almost all cheap Netflix accounts are cracked and belong to someone else, therefore the original owner can just change the password back using Forgot Password should you change it yourself.
The only way to get an account which you can change the password of is by buying a year long subscription. However, this is a lot more costly and I believe that they aren't offered by Netflix anymore. You may be out of luck.
