For personal use yes but for business no. Banks refuse to open account for Bitcoin related business. We have to lie about it and eventually they close the account. You mean a card where you can add BTC and pay Euros or a just a bank card you can top-up ? Any European or American prepaid card would work in France. You can buy anonymous prepaid card on this forum, just do a little search. They are not always reliable, I saw all the cards from a seller getting blocked by the bank.
