Do you design the logo or do you design the color and graphics that go into a logo?

If I tell you about my business, mission statement, goals, target customers, etc, can you think of what my logo should be? Provide me with several varieties? Take the creative process from start to finish?

I'm trying to gauge where you fit into what people may need.
