Virtual card is totally free , you can simply send BTC to your E-coin wallet then from E-coin you load your Visa card ;) Yes it can be used to verify Paypal . Then no you don't need to , you just make an account and make the Virtual card and start working with it without any issues . You have to verify only to rise limits of the card as far as I know .
