I am new here I was worried about breaking the rules because some time ago ( 2014 ) I violate the rules with another account ( sloppy ) , so I made this thread thanks ; ) You're a senior member; saying you're new is a bit of a stretch. No, there aren't any special requirements for offering loans. Not yet. ;) It might be considered good practice to leave neutral trust on the person you are lending to, just to make sure they don't take loans from other people at the same time (you delete the trust when the loan is repaid).
