Delegated Proof of Stake (Bitshares etc.) has this ability. It works a little differently though, transaction fees are destroyed and so your portion of the pie increases as fees are destroyed. Thus, you can keep your funds offline on a cold wallet and still benefit from the destruction of transaction fees.

In Nxt you can lease your forging power to another account, and then be offline. See https://wiki.nxtcrypto.org/wiki/Account_Leasing

I haven't seen any qt wallet with that kind of capability, but hopefully someone will develop it in the near future.

RaiBlocks allows you to name a representative that can vote with, but cannot spend your stake.

There are no restrictions on who you can name as your representative or when you can do it.
