If u buy his thing, then u will 99% sure get a file with random text and no private key.. Also if u would get them it still would be stolen funds. Yes if he has indeed private keys, then he could get the bitcoin for hisself, that would make sense, but selling them don't make sense so this is a pure scam attempt. Leaving a negative rating will do nothing, they post in a section (bitcoin discussion) where the rating is not shown and they use fresh accounts for every post.
Its easy for mods to nuke a newbie account, way easier than this. This detect new created users and report them as far as i know. I don't know why people wants to spam a lot, really low to zero chances to scam others.
