given a transaction like:

can I assure that the addresses:

1dice9wcMu5hLF4g81u8nioL5mmSHTApw
18XSLnBZ8ydMUkaifU6sQBMJzmm7JvDeUp

has the same owner?

It depends a bit on how you define the word "owner".  It also depends a bit on how much effort 2 people might want to put into sharing in making the payment.

Generally though, you'd mostly be safe in assuming that a single entity (person?) has access to the private keys associated with BOTH those addresses.
