No it means that the seller can claim that the account was hacked, and get the control of the account back by sending the message to theymos with signed message. Another thing would be that it is actually hacked, and if it is revealed after sale of account it will get a lot of negatives and account access can be given to original owner. Although these haven't happened in quite a while
