If you could buy a 6990 from someone, assuming they're willing to part with it for close to retail price, would you buy it?

Or is it overrated as far as price/performance?

Yes I would buy it.

It churns out bitcoins, either bitcoins make you money or you can sell it and get most of your money back :P

Correct, but even with 4 I am having trouble getting my rig to run properly with windows. GUI will only accept 3, when there's a 4th card it wont even boot up.

ANy suggestions?

There's a step-by-step walk-through with Ubuntu somewhere around here.
There's also the Bitcoin distro thingie that should get you closer with less work.

If only there were instructions somewhere about how to set it up, forums to ask questions in case you get stuck, and search engines to learn how to use it.  ;)

To make things more interesting -- the price I've been offered is $600 (the person bought it for $720 a few weeks ago).

It all boils down to how much your willing to spend and also if your going to be expanding your operation.  You can fit 3 6990s in once case which will produce much more than 4 5830s, The only reason in my opinion which could be very wrong is if your going to expand in the future the 6990 is the way to go, if your not planning on expanding then perhaps the 4 5830s are a better fit for you, or alternatively you could do 2 5870s for 200-250 a piece and produce 800 mhash/s
