Sign up for Amazon EC2, it will give you a machine for cheap. You use the phone to sign up and the visa to pay. Their "micro" instances are only $7 a month. Control EC2 and connect through tor. Amazon operates in Japan, Ireland many places worldwide. All they can do is shutdown your site, they cannot trace it back to you. If you want something that is "court order proof" then use a tor hidden service. If you install a tor hidden service on a normal host then the host cannot tell what you are hosting and nobody can tell what host your website is on. If your really paranoid about it plz remember that both can be traced back to there sales point and in allot of cases that includes cctv logs that are kept for years. Modern security systems can easily keep years of footage on hard drives, gone are the day of recording over the same VHS tape every day. You can wear a large hat and keep your head down. This will keep you off camera and make the cashier nervous. The other way is to buy a pre-paid visa from someone on the internet using tor and bitcoins to pay. It goes without saying to sanitize the origin of the bitcoins. Instead of buying a pre-paid phone you can easily find someone on the irc channel bitcoin-otc who will recieve you call back verification and repeat the activation number to you for a small price.
