Because the minimum segmentation to move USD is 0.01. I get that in an internal ledger its easy to do 0.0000125whatever USD and one could argue that 10 000 of those = 1whatever USD. But meh. If you are trying to sell 1 satoshi for more than 1 cent then that would be possible and fair. It's free market, you can put any number you want to your sell order.
