In 7.3 hours. The clock here is now 10.12 so statistically it would be completed in 18:00 in my country. Now this is just rough math.
So in short: In about 8 hours block 210000 will have been created. Is it the 210001th block that will have a value of 25 bitcoins while block 210000 will have the value of 50, or will both have a value of 25 BTC?
