If its your first time setting up a website, I recommend doing it first on a free hosting as that would give you a head start still. I assume this is your first and maybe you have no idea how to monetize it so you will have to learn about search engine and marketing your blog. Its a tiring hobby by the way, I have mine for more than 5 years now and its a complete waste paying $8/month while I only earn $300+ a year with those two sites I have and its only these past 3 years that i started earnings the 300.

If its just a blog with no user information processing is required that is no persistent data is required you can host the website using GH-Github pages.Free of cost :)) YEAH but you won't get a customize domain I think but gh pages is always a good option for something which doesnt need huge dabase quering.

What is GH-Github? Never heard about it. Could you please share a link and is it possible to maintain MySQL databases there?

They provide you free hosting with a decent speed. If you getting mot more than 100 visitors an hour it wont lagg at all. Alternatively you can buy a paid package if you feel the free hosting is too slow for your needs.

Avoid registering your domain to your hosting provider, just register your domain to reliable registrars like namecheap or godaddy so you won't gogaga when your hosting raise the price of their hosting plans. I've experienced such and that is such a hassle.

Go Daddy is always a good option for cheap and reliable web services .Though it will be more than a dollar for a good package including a Cpanal and linux ,you can always use couple of promo codes available on the internet and make it more cheap.BigRock is a nice alternative too.

000webhost is not a good idea he whish to host a blog so obviously he'll also try to get more and more traffic I bet using 000webhost he'll end up just with a bad experience but however he may go with partner site of 000webhost that offers monthly hosting for about 4.95 USD .
