7 per month is definitely expensive unless this is windows, but it doesn not look like it is...

This is exactly how I choose my VPN. Few extra dollars monthly won't kill me and it will probably save my personal informations that are much more valuable!

But the cheap plans are for Linux based system. If I want to use Windows based system, the price is much higher.

I have also heard about cheapwindowsvps but i get some negative review about them as their server is quite slow. Linux vps will be enough to run te softwares. What can be the other use of vps?

Google cloud services is by far the best however you need some linux skills to get it deployed. I had a test coupon and did not even spend 1%, after a few days i rent linux server with centos.
It's a matter of choice but my experience regular VPS servers are way better then cheap or free VPS's.

If you're looking for a cheap VPS, I'd recommend following the LowEndBox (https://lowendbox.com) blog. They seem to be a reliable source for posting cheap and low-end VPS'.
