is your budget meant for 1 months or is it your total budget? if first holds, then i can recommend www.webhostinghero.com for you.

Namecheap.com.

They have been around for a pretty long time. They have great deals on their shared hosting and domain registration. Yes, they accept Bitcoins. :)

The only problem is that domains+hosting that is reliable doesn't go to $10USD, you would be looking at $20USD per year.

Edit: Just relooked at it. If you don't mind, you can easily get a free shared hosting. Can't do much though.

you should start small first in my opinion ;D you can get your yourself a .tk domain and use the free hosting of hostinger. That's where you should start with small budget I think

You should start increasing your budget first: you will not accomplish anything at all with 5-10USD budget: do not bother!
no-offense...just invest your energy in the right cause.

You should never register a domain name through your hosting provider. If you have problems, you may have trouble moving to a different host. Some charge massive amounts to release your name.

There is no such thing as a free lunch. If you use free hosting, then they may put adds on your pages, or they may filter your traffic. Search on the boards for more info about "free" hosts.

you can buy a domain name for 8$ from namecheap or 1-3$ from godaddy (search in google for coupon code, you will need CC for this)

Try HostWinds (http://hostwinds.com), they've been around a long time. Accepts bitcoin too.

Use the coupon code 99BTCOFF to get 99% OFF your first month - pay via BTCBTCBTC or Paypal.

I am using host1plus from several months without problem and yes they accept bitcoin payments. I am running some faucets on their hosting with medium monthly traffic.

As you said you want to make a simple website so I do not this you will need to use a paid hosting. The free one like this site d33r.com will be OK for you as your budget is so low.
Then buy the domain you like from namecheap.  Dot com domain will cost you 10 $ approximately
or get free domain from freenom.

With such a budget you will need either a hosting that gives you free hosting or a free domain, or use a hosting party where you can get a free subdomain or domain.
If I am not mistaken .tk offers that?

The owner of www.offshore-servers.com accepts bitcoin as a payment option. You will have to contact him and he will set up the host for you. He can give you any location you wish and the support is really friendly.  :P

Currently web.com has the cheapest hosting plan and your budget should be enough but unfortunately they don't accept Bitcoin. Maybe you should look at converting your Bitcoin to PayPal through a trusted member here on the forum. I exchanged $9 worth of Bitcoin for PayPal a few months back and the fee was very low.
