Its because you wouldn't want to be giving away private information of yourself or your friend away. And the usual monthly price is around 8$, so even if you were selling for more than that time, it will be recurring payment, which would mean your friends CC info on neteller, which I am sure you wouldn't give away on the internet just to make a few dollars profit. And you posted on Hypergen generator thread few days back that you got a neteller account. So its very likely its just that. Over here, people are selling these accounts for 1$. And they even provide guarantee.
