Yes they are legal and their privacy policy is also quite good as till now i haven't got any promotion call or sms.

Both are charging approximately same amount. The previous reviews on this thread were the ones i trusted on and went ahead with Bitrefill. (Paid using coinbase wallet , was instantaneous too) Now i used it to buy a 25 Euro steam gift card.
