Who can do this?

Looks like it's not gonna work. You should be legal China citizen with a ID which used for authentication of exchanges(1), you also need
that ID for getting a bank card(2), the name you registered in exchange should be the same with name you used to get that card. And looks like CNY is the only one withdrawal option left to us.

you want to sell Bitcoin in Chinese exchanges?

It should be your name in both bank account and exchange account.

Not particularly - I just want to be able to pay a Chinese supplier.

Yes, you can. There is no nationality restrictions on BTC Exchanges, try to open an account on Lakebtc and BTCchina, both located in Shanghai.

But China Bank did.

Don't worry, mostly China Bank are multi-currencies account currently, so you can withdraw USD to any chinese bank account directly. But the premise is that the Chinese Bank Account must be consistent with your registered name on Exchange, which means that you may borrow ID card from your chinese friends to open an account with bitcoin exchanges (you see, there is always room for negotiation in China  ::) )

Yeah. I don't think you can do that. But I don't really know much about Chinese exchanges.
