Title: what's a Lock time: Block xxxx ?

I see it on blockchain.info and I am wondering what it is.

Is it the recent block which was found when the transaction was made ? Or something else..?

PS: If you don't know what I am talking about, you can see it on all confirmed tx on blockchain.info just above "Included in Blocks".

Blocks are files where data pertaining to the Bitcoin network is permanently recorded. A block records some or all of the most recent Bitcoin transactions that have not yet entered any prior blocks. Thus a block is like a page of a ledger or record book.

The Bitcoin transaction lock time is the time at which a particular transaction can be added to the blockchain . This is the earliest time that miners can include the transaction in their hashing of the
Merkle root to attach it in the latest block to the blockchain.
