I saw that people sell region free steam games. And also sell random keys.
Where can I buy region free random and normal keys for steam?

By the site, you go to card and select purchase as gift.

If they sell the keys for lower prices than the market either they got them by promotion or they got them in some sale(sometimes the discounts are bigger if you buy more than 1 unit of the game) or they used carded credit cards to buy the keys

But when I select gift option , it sends directly to other user.

They sell keys like XXXXX-XXXXX-XXXXX and when I enter this to steam I activate the game. Not like gifting option. I am asking that how and where they buy this keys ?

Forums, I can sell you a gifted game.  Or you could trade via steam itself.  Steam groups, I dont doubt theres ways via any social platform to swap gain keys just comes down to trust mostly.  The actual gift in steam allows a fixed known result via items

Or there are websites which retail steam keys.  You buy direct from the sellers who are other users, the site itself makes money by giving insurance in case you get a dud key.

I was trying to sell off my entire steam account, I finished GTA 4 and it had like 10 other games on there but didnt get enough interest.   This is not normally done except by informal trades like on a forum like this

I know how to gift a game but thank you for your help. I am wondering that how can people sell steam keys? Where can I buy these keys wholesale for starting my own online game shop?

I know people on twitch who moderate channels and sell keys to people who open alot of cases.   Its a personal transaction and relies on trust though.    I have general ingame keys but not keys for redeeming games, two different things and possibly some confusion.    I dont know exactly about buying game keys in bulk except the obvious path of contacting the distributor for each game.
There are people who run stores for game keys on this forum I think, ask them maybe under services section

Thanks but I know this too :) . Why no one understand me? I am asking that where they can find these keys? Where g2a users buy their key before buying on g2a ? Or on other platforms like g2a (kinguin etc.)

I don't think so you can get free steam keys, simply visit their site and buy one!

Ah, through retail, humble bundles, etc.
Some people scam the developers and get it through other illegal means too.

Those Steam Keys are generated by Steam itself.
Only a retail seller(like g2a, humble bundle) will have a way to generate those keys, we can only have gifts in our inventory accounts.

So am I need to be a confirmed seller for Steam to buy and sell these keys? How can I be one of them? Is there any partnership page on steam?
