Title: Electrum is saying "Server is lagging by 817 blocks". What does that mean?

Is this related to the blocksize debate?

No. It simply means that the server you have connected to is not in sync with the network and is 817 blocks behind the network. Try switching to another server.

By default when you install it, electrum connects to a random blockchain broadcaster. Seems like the one you bonnected to randomly hasn't been kept up. Simply switch broadcasters.

Click on the round red/green icon in the bottom right of the window to switch servers.

Its the anduck.net server and is now lagging 955 blocks, maybe electrum should have a way of not connecting to these servers who are lagging, in auto mode but I suppose there is no way to check that.
